Regulatory Standards
Japan’s Ministry of Economy, Trade and Industry METI issued on November 4, 2022 "About the revised part to explain the determination of electrical and product technical standards. Notification of the Ministerial Order" and "Partial Notification Regarding Revision of the Review Standards for Disposal by the Minister of Economy, Trade and Industry under the Electrical and Material Safety Law.
The Battery Amendment Law intends to abolish Table 9 of the Schedule, and the deadline for soliciting opinions is December 3, 2022.
Amended clauses mainly for lithium batteries:
1. No. 9 of the attached table does not specify the method of monitoring the voltage of each cell in the battery pack, so it is recommended to abolish the 9th of the attached table and unify it with the attached table J62133-2 in 12 matches the latest version of IEC62133-2.

3. The revision background is as follows:
1) According to the safety investigation results of lithium-ion batteries, it is found that there is a problem in the lithium-ion battery pack that each battery cell/cell block has not been inspected the condition of the voltage detection.
2) In the interpretation of technical benchmarks, in the twelfth of the appendix corresponding to the latest international standards, there are phases for detecting the voltage of each cell/cell block relevant regulations, on the other hand, are not explicitly stated in Appendix Table 9.
3) Table 9 was added to the interpretation of technical standards in 2008 as a standard for lithium-ion batteries, referring to the international standards (IEC) at that timeproduction, but no modifications have been made since.
4) On the other hand, with the gradual standardization of the technical benchmark system in 2013, from the perspective of integration of international norms, the old standards will still berepealed.
5) On this basis, in order to prevent fire accidents caused by overcharging of lithium-ion batteries, it is recommended to modify No. 9 of the attached table, and harmonize them to match the latest international standards in Appendix Table 12.
Estimated implementation date:
The amendment is expected to be implemented in mid-December 2022, with a transition period of 2 years.
Requirements for PSE certification after the revised standard:
On August 26, 2022, the IECEE official website released the Japanese deviation J62133-2(2021) (JP ND) of IEC62133-2, It means that the CB report with Japanese deviation can replace the PSE report and issue a PSE certificate. If the cells and batteries have IEC62133-2:2017, Japanese deviation needs to supplement the following difference test:
1) 28 days of constant voltage charging of the battery cell.
2) Cells and batteries are subjected to temperature cycle tests separately.
3) Cell low pressure test.
4) High-rate charging of batteries.
5) Forced internal short circuit of the cell.
6) Battery overvoltage.
7) Drop test (if applicable).
